The migrant is a political subject in its own right, not just a seeker of papers. To enable this new political subject to actively participate in the European public space: "Undocumented individuals living in Europe should have access to regularization because they already reside in Europe and actively participate in the economic, social, and cultural life of European countries. The regularization of undocumented individuals is not a concession but a right to European residence."
A debate on European residence rights should be opened. Strengthening European residence rights could contribute to the cultural, scientific, material enrichment of our societies. The external, even critical perspective that the migrant, as a new political subject, brings to our national societies could be beneficial to European society. It could make us aware of our strengths and weaknesses. "To know who we are, we need to confront the other, the difference." It could help us find innovative solutions and improvements.
However, to guarantee the right to speak for migrants, after a normal probationary period, the right to vote should be granted to all European residents. Regardless of the country of origin of migrant individuals and the reason for their migration, acts of citizenship and participation in community life should be the only permanent criteria for granting them citizenship. Regularizing undocumented individuals is then the formalization of a new political subject, a new engine in the history of the emancipation of vulnerable social categories. For this new political subject, it would be necessary to redefine the common European public space to make it more inclusive and participatory. Strengthening European residence rights would be the first step to enable migrant individuals to participate in the construction of a new common European space.

Actions taken
In March 2021, the PHEVH called on the people of Brussels to help load a truck with warm clothing, shoes, socks for women, men, and children, hygiene products, blankets, tents, and non-perishable food items.
Native Brussels residents, first and second-generation immigrants, expatriates, undocumented individuals—all contributed to the success of this project.
It's a message of hope that the People's House of Europe sent through this truck loaded with 28 cubic meters of products requested by migrants from Brussels to Bihać, Bosnia and Herzegovina, at the border with Croatia, where they are blocked and cannot enter Europe.

Actions to be taken
After the on-site truck action, the objectives are:
1) To organize a photo exhibition of the action in a building of the European Commission easily accessible to the general public. The purpose of this exhibition is to denounce the situation on the ground, the lives of migrants, the abuses suffered at the border with Croatia, and the problems caused by refugee camps managed by the International Organization for Migration.
2) To facilitate the publication of a local newspaper for migrants to be distributed among the local population. The goal is to create communication where there is only mistrust.
3) To strengthen contacts by establishing a network between Brussels associations and on-site associations at the border between Bosnia and Herzegovina and Croatia. The aim is to create on-site Citizens' Initiatives,
The project is ambitious, aiming to create a new associative network between the Brussels region and the border cantons of Bosnia and Herzegovina and Croatia. It involves creating a country within the country, a European community, welcoming and social between Brussels and border villages. This project mobilizes methodologies developed in the Brussels-Capital Region and in the French-speaking community by social cohesion and lifelong learning programs.
